The Buddha teaches that when the gods of the warm thunderclouds wish to revel in their own enjoyment, the weather becomes warm in accordance with their wish.

SN 32.54 Gods of the Warm Thunderclouds

Sāvatthinidānaṁ.

Ekamantaṁ nisinno kho so bhikkhu bhagavantaṁ etadavoca:

“ko nu kho, bhante, hetu, ko paccayo, yenekadā uṇhaṁ hotī”ti?

“Santi, bhikkhu, uṇhavalāhakā nāma devā. Tesaṁ yadā evaṁ hoti: ‘yannūna mayaṁ sakāya ratiyā vaseyyāmā’ti, tesaṁ taṁ cetopaṇidhimanvāya uṇhaṁ hoti. Ayaṁ kho, bhikkhu, hetu, ayaṁ paccayo, yenekadā uṇhaṁ hotī”ti.

Seated to one side, that mendicant said to the Buddha:

“ko nu kho, bhante, hetu, ko paccayo, yenekadā uṇhaṁ hotī”ti?

“Sir, what is the cause, what is the reason why sometimes it becomes warm?”

“Santi, bhikkhu, uṇhavalāhakā nāma devā.

“Mendicant, there are what are called gods of the warm thunderclouds.

Tesaṁ yadā evaṁ hoti:

Sometimes they think:

‘yannūna mayaṁ sakāya ratiyā vaseyyāmā’ti, tesaṁ taṁ cetopaṇidhimanvāya uṇhaṁ hoti.

‘Why don’t we revel in our own kind of enjoyment?’ Then, in accordance with their wish, it becomes warm.

Ayaṁ kho, bhikkhu, hetu, ayaṁ paccayo, yenekadā uṇhaṁ hotī”ti.

This is the cause, this is the reason why sometimes it becomes warm.”
